I have written to ask him for a copy of the Regulations to which he refers, but as yet have received no reply.
It should be noted that in accordance with the original proposal for the opening of Nanning made in February, 1899, to which the Imperial assent was given, that port was to be opened to international trade in a similar way to Yochow, in Hunan, Ch'ing Wang Tao, in Chihli, and San Tu Ao, in Fukien. This is clearly set out in a despatch from the Tsung-li Yamên to Sir Claude MacDonald, a translation of which formed the inclosure in Sir Claude MacDonald's despatch to Mr. Hausser, at Wuchow, General Series, No. 3 of 1900, dated 22nd February, 1900,

CHINESE IMPERIAL MARITIME CUSTOMS.
Provisional Regulations for the Interport Traffic between Wuchow and Nanning.
1. MERCHANT vessels trading to Nanning under Maritime Customs control consist of the following classes -----
(a.) Chinese steamers.
(b.) Lighters and native boats owned by Chinese subjects and registered at the custom-house.
(c) Lighters and native boats chartered by Chinese subjects and carrying a Customs charter certificate.
(d.) Steamers of the Treaty Powers.
(e.) Lighters and native boats owned by subjects of the Treaty Powers and registered at the custom-house.
(f) Lighters and native boats chartered by subjects of the Treaty Powers and carrying a Customs charter certificate.
(.) Inland water launches. These are to follow the Inland Waters Navigation Rules, and are not touched by these Regulations.
2. Steamers: Papers. Steamers, foreign and Chinese, arriving at Wuchow under river pass or special river pass, and intending to engage in the interport trade to Nanning, shall deposit their river pass or special river pass, or in the case of inland waters launches, shall surrender their inland waters certificate at the Custom-house, Wuchow, and receive in exchange a Nanning pass on which shall be entered the steamer's name, flag, and registered tonnage.
The said Nanning pass to be valid for the year during which issued. On expiry it must be either surrendered or renewed at the Custom-house, Wuchow.
When a steamer intends to give up the run to Nanning and return to Hong Kong or Canton the Nanning pass must be surrendered and the original West River pass or special river pass will be returned by the Wuchow Customs.
Nanning steamers intending to engage in inland waters trade will receive a new inland waters certificate.
Besides the Nanning pass, steamers are required to possess :-
(1.) A tonnage dues certificate;
(2.) An arms certificate; and
(3.) A towing licence.
3. Foreign flag steamers may only tow lighters and native boats which are under Maritime Customs control, and not any vessel liable to native taxation en route.
Chinese vessels may in addition tow vessels subject to native administration, but may not at one and the same time tow vessels subject to the maritime customs and native taxation en route.
All vessels towing have to stop whenever their tows are called upon to produce their papers for inspection.

4. Chartered Lighters and Native Boats-Lighters and native boats may be chartered for the trade between Wuchow and Nanning for one trip or longer period
by both foreign and Chinese merchants.
5. All charters are to be reported in writing to the Commissioner of Customs, who will issue a Customs charter certificate, detailing the names of the owner of the vessel, of the charterer, and the number of the charter certificate.
In addition chartered vessels are required to possess→→→
A port dues certificate;
An arms certificate; and
A licence allowing them to be towed.
6. Each chartered lighter and junk shall fly a special charter flag provided by the Customs, and her number and firm's name shall be inscribed clearly on each side of the vessel in Chinese characters as the Customs may direct.
Besides, the vessels may fly their charterer's house flag. House flags are to be reported in writing to the Commissioner of Customs.
7. In applying for a charter certificate the merchant undertakes that his vessel will abide by the present Rules.
S. Chartered lighters and native boats, while they are not to be detained by stations
en route, are to produce their papers whenever demanded.
9. Registered Lighters and Native Boats.-Foreign merchants shall report ownership of a lighter or native boat through their Consul to the Commissioner of Customs.
Chinese merchants owning a lighter or native boat and wishing to place it under Maritime Customs control will report to the Commissioner of Customs direct, and all such foreign and Chinese-owned vessels will be registered in regular series, and Customs register certificates will be issued to them.
Tu addition, they are required to possess-
A tonnage dues certificate;
An arms certificate; and
A towing licence allowing them to be towed.
10. Each registered vessel shall fly a special registration flag provided by the Customs, and her number and owner's name shall be inscribed clearly on each side of
the vessel in Chinese characters as the Customs may direct.
Besides, registered vessels may fly the house flag of the owner.

11. In applying for a Customs register certificate, the merchant undertakes that his vessel will abide by the present Rules.
12. Registered lighters and native boats, while they are not to be detained by stations en route, are to produce their papers whenever demanded.
13. Passengers-Vessels may stop for the landing or shipping of passengers, and their luggage, at the following places:

Passengers' luggage must not contain articles subject to duty or dangerous goods.
Any contravention will render the whole liable to confiscation.
When unmarked arms, or arms, cartridges, or prohibited materials as used for the manufacture of arms or ammunition, without covering certificates, are detected on board a vessel, the Commissioner of Customs and the Nanning Land Office will hand over the offenders to the local officials to be dealt with, and the Chinese and foreign merchants shall not interfere.
14. Cargo. Whatever import cargo is allowed to be carried by Treaty Power steamers may also be carried by lighters and native boats under Maritime Customs control between Wuchow and Nanning.
15. Whatever export cargo is allowed to be carried by Treaty Power steamers may also be carried by lighters and native boats under Maritime Customs control between Wuchow and Nanning.
16. Shipment and discharge of cargo en route by vessels under Maritime Customs control is prohibited, and any violation of this prohibition will be dealt with in accordance with the Treaty provisions applicable to clandestine trade along the coast.
